Subject: United States Department of Education Student Privacy Helpdesk Investigation Case: #33245
Mr. Hill,
I have provided your email to Officer Lovan of the Newton, IA Police Department (Incident #21-17324) regarding your student’s custodial parent utilizing false allegations of abuse for the purpose of child concealment. I also provided the Newton Police Department the following police case files your student’s mother initiated with the San Diego County Sheriff.
2017 Case: 17136819 – I provided the case number so Officer Lovan can request this file from the San Diego County Sheriff if his investigation requires it. I submitted a subpoena for this case file however Monarch Healthcare v. Superior Court, 78 Cal. App. 4th 1282 (4th Dist. 2000) allowed the San Diego County Sheriff to object to the subpoena request. San Diego East County Court Department 5 who has jurisdiction over your student directed me to resubmit the subpoena with the court as the receiver of the case file. The findings in this San Diego County Sheriff Investigation: All parental contact between myself and your student was determined to be normal parental contact.
2020 Case: 20103437 – Full Case file showing no charges filed
I have finalized my investigation involving the transfer of your students across three states without court authorization including living with a third party in Iowa while the custodial parent was residing in California. All occurring while your students were concealed utilizing false allegations of sexual assault the San Diego County Sheriff had already investigated producing no charges. These allegations as evidence show your student’s custodial parent began reporting to law enforcement immediately after I legally separated from her, and published to social media and communicated privately to numerous third parties immediately after the San Diego County Sheriff and the US Navy’s investigations determined no abuse occurred. Upon the conclusion of my family court case in August it is my intention to launch a civil case against the California Safe at Home. I believe the evidence supports a conclusion that this agency overstepped its authority and failed to adhere to state law, follow court orders, while violating my constitutional rights provided by the State of California and the United States of America.
I will be filing a domestic violence restraining order request in the state of California this week as well as in Flathead County Montana in the next 14 days. I have communicated with Whitefish and Kalispell Police Departments who have contacted the Flathead County Attorney (during the weeks after your school district surpassed the 45-day threshold required by the Family Educational Rights and Privacy Act 1974) regarding what I believe the evidence shows is Whitefish High School and Flathead High School’s failure to report abuse against their students. I contacted your Principal of Flathead High School on December 9th reporting your students were being concealed and psychologically abused with false allegations of sexual assault while being deprived of emotional support from their father. You can read this correspondence here:
MEMORANDUM to Principal Paine; Flathead High School, Kalispell, MT
Your student’s behavior and attitude toward me are very consistent with the damage that is caused by Parental Alienation Syndrome. I do not expect you to believe anything I have communicated in this email, but it is my hope that it will elevate your concerns for your student’s wellbeing on this matter past your use of the word “assume” in your previous correspondence. If your career ambitions are to surpass the municipal level I highly encourage you to pursue facts and evidence.
